Should be an easy one, one of my friends hired an electrician to run power to his garage, it is not the small red wire being used for ground either, more of the story later

He sent the pic to me so I havent seen how its mounted, I dont think its to the roll up door though
there is something much more wrong than the mounting

I see two things:
First (and this may be my bad eyes) I am not sure the (feed) two hot leads and the ground are connected to the correct terminals...
Second: The meter box should have a 3 conductor coming from the source (pole or underground). There should be a 4 conductor from the meter-box to the main load center (or from the load center to a sub-feed box); with the neutral and ground on separate busses, with the neutral buss not grounded to the frame of the circuit box.
A sparky should have known that, the code goes back before 2000 (do not remember how far back).

Yes, one of the hot legs and the ground are reversed
my friend found out the hard way when he walked by and touched his air compressor, luckily he wasnt killed
